POSITION SUMMARYThe clinical manager is a licensed health care professional that supervises and coordinates staff to ensure provision of quality patient care and effective team performance to meet agency goals in accordance with philosophy, policies, mission and vision.
QUALIFICATIONSRegistered nurse with a current valid Pennsylvania license BSN preferred or physical therapist, occupational therapist, or speech-language pathologist with a current valid Pennsylvania license.
Two 2 years home health experience with roles reflective of progressive responsibility, including supervision in home health.
Knowledge base of agency policies, federal and state regulations and third party payersExhibits strong organizational, communication and interpersonal skills.
Evidence of leadership activitiesReliable, independent means of transportation to make home visits.
Drivers must have a valid driver's license and drive a vehicle with insurance limits as established by the stateExperienced with computers and electronic health record software/documentation.
DUTIES AND RESPONSIBILITIESClinical SkillsCoordinates staffing patterns to meet staff and geographical needs among staff; take and coordinate referrals as necessary to ensure agency coverageMaintains schedules for all staff for daily, week-end and on-call coverageHandles phone calls and messages to and from staff, patients, families and referral sourcesAccountable for clinical staff and provision of appropriate clinical services to patients serviced by the agencyInterview applicants and assist in hiring decisions to maintain a qualified staff in sufficient numbers to serve patient needsAssures that patient needs are continually assessed and assists with consulting physicians for orders and care plan development, implementation, and updates.
Maintains clinical skills by providing hands on care to clinically complex patientsApplies problem solving abilities to specific organization/clinical activitiesWorks with the Compliance and Ethics Manager to assure regulatory and certification compliance at local, state and federal levelsParticipates in Utilization and Quality Improvement activitiesIdentifies need for in-services for the staff and assists with in-services, as neededProvides back up to the Clinical Supervisor for the review of Plans of Care for accuracy and completeness and signs the 485 before submitted to the physician for signature, if neededProvides back up to the Clinical Director, as neededAssists in supervising all patient care activities to assure compliance with current standards of accepted nursing practiceAssists with competency testing for nurses and home health aidesPerforms performance reviews of the clinical staff with input and review as needed from the Clinical Director or Branch ManagerMonitors and maintains productivity reportsDocumentationAssures that clinical records are kept current and in accordance with the agency's policies and proceduresPerforms random reviews patient records for completeness and appropriate documentationDirects the clinical record system including clinical aspects of the billing processCommunicationObtains and delivers information to others by phone, fax, written reports, letters and in personInteracts with field staff, patients, families, physicians, other health disciplines, agencies, insurance companies, hospitals, labs, employers, government agencies and representatives as necessaryMaintains an open door policy to resolve patient and staff concernsAssists the Clinical Director or Branch Manager with the organization and implementation of staff meetings as neededAssists the Clinical Director or Branch Manager in representing the agency on clinical matters in the community as neededCommunicates all concerns regarding field staff, patients, families, physicians, other health disciplines, agencies, insurance companies, hospitals, labs, employers, government agencies and representatives to the Clinical Director and/or Director.

The check will bounce and the victim is left responsible.
